Libya Participates in Arab Cybersecurity Ministers Meeting in Riyadh

Riyadh: The Communications and Information Technology Commission participated in the meeting of the Council of Arab Cybersecurity Ministers in Riyadh. The General Authority for Communications and Informatics (GACI) took part in the second regular session of the Arab Cybersecurity Ministers Council, hosted by the Kingdom of Saudi Arabia following an invitation from the Council's General Secretariat on Tuesday, September 30, 2025.

According to Libyan News Agency, the Libyan delegation was led by GACI Chairman Abdulbasit Salem Al-Baour and included representatives from the National Authority for Information Security and Safety and the General Authority for Information. The meeting aimed to enhance joint Arab cooperation in building a secure and reliable Arab cyberspace and to coordinate efforts to protect digital infrastructure, contributing to growth and sustainable development within the countries of the League of Arab States.

In his address, GACI Chairman Abdulbasit Al-Baour reaffirmed Libya's commitment to implementing the outcomes of the Council's first meeting by developing a national cybersecurity strategy. This strategy represents a comprehensive framework for strengthening national capabilities and protecting the digital space. Al-Baour also highlighted that cybersecurity is now a strategic and security necessity, serving as a fundamental pillar for building the digital economy and promoting development.

During the meeting, the head of the Libyan delegation presented several key recommendations, including the activation of the Arab Cyber and Network Incident Response Team and the establishment of a joint Arab platform for exchanging information on cyber threats. He also advocated for enhanced cooperation in developing and exchanging laws and legislation related to cybersecurity, as well as launching an Arab awareness platform on addressing cyber risks.

Concluding his speech, Al-Baour expressed Libya's hope that this session would accelerate the implementation of the Arab Cybersecurity Strategy and strengthen cooperation and coordination mechanisms among member states. The Council's agenda included discussions on several common issues, such as the approval of the draft Arab Cybersecurity Strategy and the Council's accession to the United Nations Convention against Cybercrime. Additionally, the Council considered joining several specialized international organizations and reviewed working papers submitted by member states to support Arab solidarity and integration in the field of cybersecurity.
