Tripoli: The formation of a new government in Libya hinges on the completion of restructuring the High Electoral Commission, confirmed Mohammed Al-Asaadi, spokesperson for the United Nations Support Mission in Libya (UNSMIL). Al-Asaadi's comments highlight the roadmap announced by Hanna Tetteh, the Special Representative of the Secretary-General, which aims to guide Libya towards national elections and institutional unification.

According to Libyan News Agency, Al-Asaadi emphasized the complexity and urgency of the negotiations required to establish a new, unified government. He mentioned that while setting a strict timetable for this process is not feasible, the foundational restructuring of the High National Elections Commission is crucial. This involves forming its board of directors, ensuring financial independence, enhancing operational capacity, and amending legal frameworks as per the Advisory Committee's recommendations, all within two months.

Al-Asaadi noted that the roadmap benefits from extensive participation from political parties, striving for consensus and robust support for future governance. Tetteh's presentation to the Security Council outlined the roadmap's intent to transition Libya into a stable period, targeting a 12 to 18-month implementation timeframe, conditional on party cooperation and goodwill.

Tetteh also stressed UNSMIL's commitment to monitoring the roadmap's progress, warning of potential Security Council sanctions against those hindering its execution.
