Koury and Richardson Highlight Importance of Independent Oversight in Libya

Tripoli: Deputy Special Representatives of the Secretary-General, Stephanie Koury and Ulrika Richardson, emphasized the importance of safeguarding the independence of oversight institutions and protecting them from political interference. They reaffirmed these institutions' roles in promoting accountability, sound public finance management, and long-term stability in Libya.

According to Libyan News Agency, this emphasis was made during a meeting with Khaled Shakshak, Chairperson of the National Audit Bureau. The meeting focused on recent economic developments, including the implementation of the Unified Expenditure Framework, and ongoing efforts to strengthen governance, transparency, and oversight across Libya's institutions, particularly in the oil sector.

The UNSMIL stated on its official page that discussions highlighted the importance of advancing the implementation of the Framework. This presents a critical yet narrow and time-sensitive opportunity for Libya to address longstanding structural economic challenges.

Both sides stressed the need for timely actions by the concerned entities required to move its implementation forward, sustain reform momentum, and support national development efforts. The meeting also addressed recent measures aimed at enhancing transparency and accountability in oil revenue management through improved governance of the sector, monitoring systems, curbing fuel and oil smuggling, and reinforcing oversight of public revenues.
