UN Envoy Hana Tetteh Advocates Inclusive Political Process in Libya

Tripoli: UN Envoy to Libya, Hana Tetteh, has emphasized the importance of inclusive consultations in the development of Libya's political roadmap. Tetteh stressed that the goal is not to reach an agreement among a select few but to involve a wide spectrum of Libyan voices to support the proposed roadmap.According to Libyan News Agency, Tetteh highlighted that the political process involves extensive consultations with the Advisory Committee and other Libyan stakeholders to address the fragmented political landscape. She acknowledged that achieving consensus among key Libyan parties might be time-consuming. However, she expressed optimism that if a roadmap is agreed upon before August, a request will be made to the Security Council to advance the meeting date to announce and launch the roadmap.Tetteh reiterated the necessity for the roadmap to have the backing of all stakeholders to ensure its implementation and avoid it becoming just another document. She emphasized that the roadmap should be technically viable and include institutional reforms to facilitate credible elections, with results that are widely accepted to prevent further unrest. The UN Support Mission in Libya (UNSMIL) is aware of the risks posed by poorly orchestrated elections in other regions, Tetteh noted. Elections are viewed as a means rather than an end, and the mission has been actively engaging with political actors, civil society, youth, women, and marginalized communities to gather input.Tetteh pointed to the international community's support for a Libyan-led solution, as evidenced by the recent Berlin meeting on June 20. The meeting underscored global backing for Libya's self-determined resolution and the readiness of the International Follow-Up Group to enforce sanctions against those hindering progress.Consensus building is a gradual process, according to Tetteh, who reiterated that the mission's objective is to ensure broad consultation and support among Libyans. She also acknowledged the volatile security situation in the cap ital and western regions, emphasizing that efforts are being made to prevent the roadmap process from exacerbating violence.
