Geneva: Libya will present its national report to the Human Rights Council in Geneva on Tuesday as part of the Universal Periodic Review of the human rights situation in UN member states. In preparation, Taher Al-Baour, the Acting Minister of Foreign Affairs and International Cooperation, convened a meeting with the national team responsible for the report in Geneva, following the Prime Minister's Decision No. 117 of 2025.
According to Libyan News Agency, an official at the Ministry of Foreign Affairs stated that the review is scheduled for Tuesday, November 11, from 2:30 PM to 6:00 PM, Geneva time (GMT+1). This process is an international mechanism by the United Nations to assess the human rights conditions in member states. It involves national reports submitted every four to five years, aiming to highlight national efforts and international commitments. The Human Rights Council noted that this will be Libya's fourth examination by the Council's Working Group on the Universal Periodic Review (UPR), following prior reviews in November 2010, May 2015, and November 2020.
The UPR Working Group consists of the 47 member states of the Human Rights Council. The Council noted that any member or observer state can partake in the country review. The review's foundation includes the national report, expert and independent human rights group reports, human rights treaty bodies, other UN entities, and information from stakeholders like national human rights institutions, regional organizations, and civil society groups.
The Council also mentioned that the three countries serving as the Troika Rapporteurs for Libya's review are Georgia, the Netherlands, and Sudan.
