HNEC Initiates Voter Card Distribution for Upcoming Municipal Elections

Tripoli: The High National Elections Commission (HNEC) has announced the commencement of voter card distribution in municipalities that are part of the second group for the upcoming municipal council elections. The distribution will take place over a three-week period starting today.

According to Libyan News Agency, the commission has urged all voters registered in the 2025 municipal council voter registry to visit their respective polling centers to collect their voter cards. These centers will operate daily from 8:00 a.m. to 2:00 p.m. The municipal council elections for this second group are planned before mid-August, as stated by the commission's chairman, Imad Al-Sayeh, last Wednesday.

A video released on the commission's official Facebook page features Al-Sayeh explaining the reasons behind the delay in this electoral phase. The delay is attributed to the verification process of criminal records for approximately 4,000 candidates, along with considerations for official holidays, religious events, and recent security challenges in the capital, Tripoli.

Al-Sayeh further confirmed that the voter cards and ballot papers have been printed. The campaign period for candidates is set to begin today and will continue until the election silence period.

Additionally, the Commission's Board has mandated candidates to comply with the rules outlined in Chapter Eight of Executive Regulations No. (43) of 2023 related to municipal council elections. The decision also requires official media platforms to work with the Commission to provide media space for candidates' electoral platforms, with campaign activities monitored by accredited organizations.

In preparation for the second phase of the electoral process, the Commission's Board approved the final list of candidates for the municipal council elections' second group in mid-June.
