Electoral Commission Greenlights Formation of Elected Municipal Councils


Benghazi: The High National Elections Commission (HNEC) has approved the formation of several elected municipal councils, based on the final results of the municipal council elections (Group Three – 2025). This move is part of an effort to complete the electoral process and strengthen the principle of elected local governance.



According to Libyan News Agency, the approval was announced during a meeting of the HNEC Board of Directors, culminating in the issuance of a package of new resolutions. The HNEC Board Resolution No. (23) of 2026 specifically approved the formation of the elected Benghazi Municipal Council, in accordance with Article (74) of the Executive Regulations. This council consists of eleven members, including a mayor, and is tasked with managing the municipality’s local affairs such as service planning, administrative organization, and local oversight.



The resolutions also sanctioned the formation of the Tokra Municipal Council, which also comprises eleven elected members. The council’s formation follows the rules governing municipal work, ensuring local representation that mirrors the popular will of the municipality’s residents.



Similarly, the Qaminis Municipal Council was formed with the same legal structure of eleven members, responsible for managing the municipality’s affairs and overseeing service and development projects under applicable legislation.



The Al-Abyar Municipal Council was also approved based on the final results, consisting of eleven members. This council will begin its duties immediately, supporting decentralization and enhancing the role of municipalities in delivering services to citizens.



In the southern region, the Commission issued Resolution No. (28) of 2026 for the formation of the Sabha Municipal Council, with eleven members. This council plays a critical role in managing one of the largest municipalities in terms of area and population, thus enhancing administrative and service stability.



Resolution No. (29) of 2026 was also issued for the formation of the Sirte Municipal Council. This council, comprising eleven members, is set to oversee local affairs and address the municipality’s developmental and service needs.



The High National Elections Commission confirmed that all these decisions are effective immediately. Relevant authorities are obligated to implement them and ensure their dissemination through available media outlets to guarantee transparency, support local governance, and uphold the principle of peaceful power transfer at the municipal level.
